Futura says it sells to YPFB
Futura Energy says on its website that it supplies YPFB under contract: 45,000 cubic meters of diesel a month, another 45,000 of gasoline, and the jet fuel for three airports. No contract published by the State includes it. The company claims to have managed Serbia's reserves since 2014; its Serbian company dates from 2025 and has one employee.

After this article was published, sala.red found the answer to the question it closes with. YPFB's notes to its 2025 financial statements, published on its website in July 2026, record FUTURA ENERGY DMCC as a supplier of imported fuel, with 67,502,519.77 dollars in invoices pending payment at December 31, 2025. It is the state oil company's fifth-largest foreign fuel creditor. The contract this article found on no public list is in YPFB's accounts.

What changed this week
On the night of September 30, 2026, police arrested Attorney General Roger Mariaca and Santa Cruz district prosecutor Alberto Zeballos at Viru Viru airport. Government Minister Marco Antonio Oviedo accuses them of belonging to a criminal organization tied to drug trafficking. Police took over the prosecutors' offices in La Paz, Santa Cruz and Chuquisaca. Luis Montaño took over as interim attorney general.
The public basis for the accusation is a video released in March, in which drug trafficker Sebastián Marset claims to have paid Mariaca to stay in Bolivia, and the decision of the United States Department of State, which two days earlier revoked his visa for, in its words, soliciting and accepting bribes to facilitate drug trafficking. The Prosecutor's Office called the arrest illegal and said it was carried out without any document.
Mariaca was leading the money laundering investigation against Fernando Cerimedo. What changed with his arrest is who now leads the only official investigation that touches the money around the former presidential adviser.
The Futura story remains open, and the institution that could answer it with documents has been under police control since October 1.
This is the second part of "Who Is Futura." The first found the company's registrations and its owner's name. This one follows a single sentence on its website: that it sells fuel to YPFB.
A company that says it sells to YPFB
FUTURA ENERGY DMCC, the Dubai trading company from part one, says on its website that it has offices in Geneva, Belgrade and Istanbul and operates across Europe, Africa, the Middle East and Latin America.
In the global presence section of its website, futuranrg.com, the company writes that its counterparty in Bolivia is "National Oil Company YPFB under term agreement."

In its trading section, the company describes its Latin American activity as "inland supply into land-locked markets through structured delivery chains."
In South America the only landlocked countries are Bolivia and Paraguay. The phrase matches what the company says about YPFB. It also matches the route described in the allegation, from Argentine ports into Bolivia. Matching a description proves no link.
The site publishes no person's name. The about page quotes its chief executive without naming them. Its domain, futuranrg.com, was registered on July 20, 2025.
The public internet archive, the Wayback Machine, holds no captures of futuranrg.com before 2026, though the company says it has existed since 2022. The archive not having crawled a site does not prove it did not exist earlier.
What is not proven
No one has established that FUTURA ENERGY DMCC is the Futura of the allegations.
No outlet, no senator, no prosecutor and none of the parties has named it. Its declared seat is in Dubai. Senator Branko Marinković placed the Futura of the allegations in the Caribbean. Those two descriptions do not match. Its terms of use mention "affiliates" without naming any, so it cannot be ruled out that the group has other companies. This company is not accused of anything.
A foreign trading company says publicly that it supplies the Bolivian state oil company under contract, with monthly volumes and specific airports.
That is a claim about a State contract. It depends on no allegation, and the State can confirm or deny it.
The lists where it does not appear
The Bolivian State's publicly known fuel contracts do not include it.
In 2023, YPFB awarded 14 contracts worth 3.235 billion dollars to Trafigura and Vitol. Between 2023 and 2024, Botrading bought 776.5 million dollars of fuel from four companies: Pan American Energy S.L., Pan American Sur S.A., Corporación Primax S.A. and ATEM's Distribuidora de Petróleo S.A. In the tender for 2026, opened on August 24, five companies bid: Persian Mechanical International, Trafigura Chile Limitada, Trafigura Pte Ltd, Volont Shipping and Trading S.A. and Vitol Energía Américas S.A.

Two possibilities remain.
Either the company's page describes a contract that does not exist on the terms it states, or there is a supply contract with YPFB that appears on no published list. In the first case, a trading company uses the state oil company's name to present itself to the market. In the second, the State buys fuel from someone who appears in no public purchasing record.
What it says about itself
The claim about YPFB has a single source, the company's site. That site has a point that does not add up.
On its logistics page, the company says it has maintained strategic reserves on behalf of the Republic of Serbia since 2014. On its global page it says it was founded in 2022. The two claims only fit if the group had another company before, and the site does not explain that.
In December 2025, Forbes Serbia investigated who stores that country's mandatory oil reserves. It named state-owned Transnafta, NIS, the Commodity Reserves Directorate and two private companies, Mitan Oil and Euro KB Rent. Futura does not appear.
That does not prove the claim false, because the Serbian operation could carry another name. Nor does it corroborate it.
The same page declares more than 300 thousand tonnes of storage, in Romania, Turkey, Serbia and Morocco. It mentions no tank in Argentina, Paraguay or Bolivia.
According to the site, the crude it trades is linked mainly to Mediterranean and Black Sea corridors. The origin of every cargo entering Bolivia is recorded in certificates that YPFB receives and keeps.
The dates
Part one of this series found the registrations: the Dubai company has existed since September 21, 2022, the Serbian company since February 21, 2025, and Mirjana Sokolović appears as owner of the second and sole shareholder of the first.

It says it has held strategic fuel reserves on behalf of the Republic of Serbia. Forbes Serbia, in December 2025, does not name it among those storing such reserves.
LEI registry, verified by the DMCC
Date the company was created in the Dubai free zone, under number DMCC194684. It matches the "founded in 2022" on its website and the Panama filing.
Serbian business registry
Futura Energy DOO is incorporated in Novi Sad for wholesale fuel trading. Sole owner and director: Mirjana Sokolović. One employee.
Panama filing, unconfirmed
Futura signs a charter contract with Fineas Marine Inc. to carry 80-octane gasoline aboard the vessel Nobel. Bolivia sells no gasoline below 85 octane.
LEI registry
The company obtains its LEI code, almost three years after its creation.
Domain registration
futuranrg.com is registered, the site where it now claims a contract with YPFB. The registrant is hidden.
Panama filing, unconfirmed
The First Maritime Court of Panama orders the arrest of the Nobel and its cargo at the request of Volont Shipping & Trading. Futura claims part of the cargo as its own. Rodrigo Paz takes office five weeks later.
Wayback Machine
First captures of futuranrg.com in the public internet archive, including the page that mentions YPFB. On August 24, YPFB opens a fuel tender to which Futura does not bid.

Where the paper is
On September 22, 2026, the Prosecutor's Office filed formal charges in the Botrading case against former YPFB president Armin Dorgathen and nine others, for influence peddling, breach of duty, contracts harmful to the State and uneconomic conduct. It announced it would present international cooperation responses and forensic audits.
In that case file, Botrading's contracts with its suppliers are evidence. If any Futura sold fuel to Botrading, its legal name and address are there. That file is now run by a Prosecutor's Office with its attorney general under arrest and its offices under police control.
There are institutions that can answer without depending on the Prosecutor's Office.
YPFB can say whether FUTURA ENERGY DMCC is or was its supplier, under which contract and since when. YPFB Aviación knows who delivers the jet fuel loaded at Wilstermann. The National Hydrocarbons Agency and Customs hold the import manifests with supplier and origin. The Senate commission has the mandate and the deadline to request all of it.
A yes-or-no question
A company registered in Dubai says publicly that it supplies Bolivia with diesel, gasoline and jet fuel under contract with YPFB, including the Cochabamba airport. No published contract confirms it. None denies it.
Meanwhile, the prosecutor investigating the money around the president's former adviser was arrested, and the institution that could request that contract is under police control.
None of that proves the two Futuras are the same.
All of it makes urgent a question YPFB can answer in one line: does FUTURA ENERGY DMCC sell fuel to Bolivia, yes or no?

This piece does not assert that FUTURA ENERGY DMCC is the company mentioned in the allegations by Nadia Beller, Senator Branko Marinković or analyst Orlando Ceballos, nor that it paid commissions, bonuses or bribes to anyone, nor that it committed any irregularity. The company is not accused of any crime. Nor is Mirjana Sokolović; she is named because the Serbian business registry lists her as sole owner of Futura Energy DOO, because a court filing, taken from a copy on Scribd with no date or stamp and not confirmed with the court, identifies her as legal representative and sole shareholder, and because Dun & Bradstreet lists her as key principal. Volont Shipping & Trading, S.A. is named because it appears as plaintiff in that filing and as a bidder to YPFB; it is not accused of anything. What is reported is what the company itself publishes on its website, and the absence of that contract from the known public lists. The lack of a published contract does not prove it does not exist: it may fall outside the lists that have been released. The claim about strategic reserves in Serbia is described as uncorroborated, not false. The mention of crude origin reproduces the company's own description and suggests no irregularity in its provenance. Roger Mariaca, Alberto Zeballos and the other people arrested on October 1, 2026, have not been convicted; they are presumed innocent, and the Prosecutor's Office disputes the legality of the arrest. This piece does not assert that the revocation of Mariaca's visa or his arrest are a response to the investigation against Cerimedo. Brad Parscale does not speak in the recordings released and has not responded publicly.
